Is Pakistan's Real Estate Market Reviving?

September 2026

Reading Time: 3 Min

FBR’s Revenue Shortfall vs. The Property Paradox

The Federal Board of Revenue (FBR) published its tax collection data for July-August 2026 revealing that it missed its overall revenue target for August 2026. It collected about Rs. 901 billion against a projected Rs. 930 billion. This is barely more than Rs. 900 billion collected in August 2025.

A significant contributor to this shortfall was the deliberate slashing of real estate transaction taxes in July 2026. Previously the tax rate on Buyers (also called 236K) ranged from 1.5% to 5.5%, based on slabs that progressively raised the tax for higher value transactions. Similarly, the tax rate for Sellers (also called 236C) ranged from 4.5% to 5.5%. After the tax cut, the rate for Buyers (236K) is a flat 1.25% and the rate for Sellers (236C) is a flat 2.75%, across all property values. All these tax values are for tax filers only.

The Data: Lower Rates, Declining Direct Tax Revenue

The immediate impact of the tax relief is clearly visible in the revenue dip for the first two months of the fiscal year. The total property tax collected by FBR for July and August 2026 is Rs. 28 billion, which is about 29% less than the Rs. 39.4 billion collected by FBR in July and August 2025.

Furthermore, the portion of the property tax pertaining to Advance Sales Tax on real estate (236K and 236C) collected by FBR was only Rs. 18.4 billion for July and August 2026, a fall of about 32% from Rs. 27 billion collected by FBR in July and August 2025.

July-Aug 2026 July-Aug 2025 Difference
Property Tax Collected PKR 28 billion PKR 39.4 billion -29%
Advance Sales Tax Collected PKR 18.4 billion PKR 27 billion -32%

Market Revival Claims

However, real estate watchers have claimed that while the tax collection may have fallen the real estate market itself is actually reviving. They note that for real estate transactions to generate even this much revenue with the reduced tax rates, the total volume of transactions must have increased by about 50%. They point to this as an indication that the real estate sector in Pakistan is reviving.
