FBR reports growth in Property Taxes

The Federal Board of Revenue (FBR) has revealed that it collected Rs.169 billion from Withholding Tax (WHT) levied on real estate sales and purchases in the first 9 months of the current Fiscal Year (FY25).
According to FBR, from the month of July-March of FY25 i.e. first 3 quarters of FY25, it has collected Rs.169 billion which is higher than Rs.136 billion collected in the same period for FY24.
This increase of about 24% in property tax collected compared to last year follows even as market declined, with total transactions falling by about 15% compared to last year (FY24).
The rise in WHT revenues can be attributed to policy decisions by the government. Early this Fiscal Year, in July 2024 the government raised WHT on sellers with rate for filers* going from 2% to 3% and for non-filers from 4% to 6%.
Similarly, WHT on buyers was also raised, with rate for filers rising from 2% to 3% and for non-filers from 7.5% to 10.5%.
