Punjab Govt. to replace Fard with Green Certificate

The Punjab Govt. has launched a pilot project which aims to replace Fard (certificate of ownership) with a Green Certificate. The pilot project is being launched in the Sahiwal district of the province from May 1, 2026.
Under the project, Fard issuance has been suspended. Instead, a Green Certificate will be issued instead which will prove property ownership, possession and other related legal rights. The project is planned to be extended to Hafizabad district and Lodhran district from July 1, 2026.
An official from Punjab Land Records Authority (PLRA) stated that the government plans to transition the entire province from fards to Green Certificates by December 2026. The official noted that a fard is only sufficient to prove property ownership rights, and not property possession rights. Fard is also not sufficient proof for a loan or for proving there are no legal issues with the property. A Green Certificate supposedly solves these problems as per the PLRA official.
The initiative is supposed to stop the forgery of fards, which is a source of property disputes. This will curb illegal transfer of properties and curb corruption according to the officials.
